Just copy the folders and file in the zip, make the change and create a new mod using the mod tools in the game launcher. Add the folders with the altered file, rename it, and create mod. You do not need to upload or subscribe to it as long as it is in your mod folder where it will be added. Just drop the folders and altered file into the mod folder it creates in:
Documents / Paradox Interactive / Stellaris / mod
NDefines.NGameplay.ETHOS_MAX_POINTS = 4
Change the value to 3 and you are set. You might want to keep a copy for when the next version update comes as I will need to update the mod and it will redownload automatically.
