Report a translation problem
All settings and configurations are perfect with fire hazard set to 0 and resistance set to 20 so don't see any way there could be an issue with the asset itself... It would have to be the game itself. Even so... an awesome asset to have.
Remember guys, this is NOT an incinerator, IT'S a landfill.
So it will fill up and stop working. If that is happening to you, then you need to empty it.

Personally i get some garbage problems with vanilla buildings too, that's why i made my custom buildings in the first place :P
One thing that can halt your garbage collection is traffic. I once had a horrible traffic problem and basically the trucks never managed to do a full cycle. That was with vanilla buildings of the game.
Try this mods with my buildings. Let me know if they still don't collect.

ARIS Enhanced Garbage Truck AI
-If you run out of power or water, they will not work efficiently
since its a closed compound , remove the noise and ground polution
but if u use it purely as a landfill or want to make a complete garbage park.
i would double or triple the original landfill stats like u did with the Atomizer.
and drop the incinerator stats.
ow and like i said in the previous post: make it bigger with a landfill attached to this building
and then to give u an idea for the next building in the garbage line.

what numbers would you give it to make it a better companion to the Atomizer. I want both buildings to work together. At least on my gameplay i usually have a landfill for storing garbage and the Atomizer eliminating it ( i might be doing it wrong lol) From your numbers i think people ditch the landfill when the Atomizer or Inicinerator are available lol (am i wrong? ) :P
1. capacity is fine.
2. placement price is to low
3. the energy use is way to high
4. water is to low.
5. processing rate is to low.
6. trucks are to low.
i know it a landfill replacement but with current stats its hard to put it down over the atomizer.
since all the ST buildings ( which everyone should have anyway ) are unlocked from the start.
just made some calculations to give u some direction to stats.
12 atomizers ( took them as example because of the reasons above and 12 of them to get as close a possible to the 10Mil capacity)
Cap: 9.600.000
water: 4992
energy: 4608
processing cap: 1.152.000
power output: 144
trucks: 324 ( i just had to include them because of the insane amount XD )
give us a reason to plop this down ( besides the looks )
PS.
just some brainstorming of me:
make it way bigger like 8x16 or something ( including to this building )
crank up the Capacity , placement price higher.
