Thanks for the feedback — I did overlook this issue. Some special interactions for exarchates do require a specific primary culture...
In the next update, I'll remove the culture-switching effect from exarchates, and make some minor adjustments to the requirements for the special interactions.

If you still have the Restore Local Organizations decision available, you can complete it to obtain the Reestablished Recruitment System modifier, which also fulfills the requirements for both missions.
If you haven't completed the decision within 50 years and have already experienced a disaster, I suspect this might be due to a previous bug in the base mod.You can try resubscribing to the base mod and entering the following command in the console:"event KRO_on_start_delay_disaster_event.2 "
This event should grant you the Collapsed Military System modifier.Apologies for the oversight and any impact it may have had on your experience.
I just have a little problem with the mission tree. I can’t achieve two missions and they block me to go further into the mission tree.The missions are “Dominating the east” and “Reform military system”, I have all the conditions except I don’t have the modifier “collapsed military system” and don’t know how to trigger it. Yet I have the modifier decandent standing army. So if someone has a solution I will gladly take it.

Thanks for the suggestion. I’ve chosen to make adjustments without drastically changing the effects of Byzantium's mission tree. This way, old save files can still be used without issues...
I have made some adjustments to the base mod. You can resubscribe to update it.
Now, after obtaining the Reformed Byzantine Monarchy, Byzantium can also unlock the Theme series of decisions and related diplomatic interactions. However, this currently only includes Themes, and does not include Exarchates.
Given that PDX in vanilla already has a cosmetic rename of Byz to "Eastern Roman Empire," the same conditions for that could allow changing Byz into the new ERE tag this mod brings. Themes could be unlocked from "The Theme System" government reform Byz has access to already.
Your problem might be caused by the dependency not working due to a recent change of the base mod descriptor name. Try unsubbing and resubbing to the translation and see if it fixes.
In this mod, the Eastern Roman Empire functions as an alternative counterpart to the Byzantium. Currently, forming one excludes the other.
Likewise, themes are designed as a distinct yet parallel system to the pronoiars. In the current version, themes are exclusively tied to the Eastern Roman Empire tag. However, I may consider reworking themes to be tied to the government mechanism instead, allowing mid-game Byzantium to establish them as well in future updates...
Are the same government reforms (such as creating Theme subjects and related subjects) available to Byzantium or just Trebizond? I'm currently in a playthrough as Byzantium with Alexiad, Europa Expanded w/ compatch, Imperium Orthodoxae, and Renovatio Imperii mods active among others. I have started reconquering conquering southern Italy, and am nearly done reconquering both the Balkans and Eastern Anatolia. I can make pronoiars but not yet make Themes, Tagmata, or any other unique subjects. I'm amassing a swarm of PUs to unite the Orthodox world in preparation for the Orthodox League War declared by Ecumenical Council. Can Byz form the Eastern Roman Empire tag to unlock these subjects later or is it just Trebizond?
Thanks for the suggestion! The current update plan includes more disasters and interactive events after defeating the Ottomans to enrich the mid-game experience and prevent it from becoming too easy or monotonous.
This also covers Janissary or Tagmata-related uprisings and privileges, among other things. However, I'm still unsure whether these mechanics will be implemented as an estate. While I could draw heavily from Ottoman mechanics, I currently don't have much time to refine the details and troubleshoot potential bugs...
Small suggestion, but have you thought about adding a legionary/military estate similar to the Janissaries? I noted while playing that it's really easy to conquer all of Europe when you are done with the Ottoman Empire. A legionary/army estate would add a bit more difficulty especially if there are crisis.
I added some screenshots showing the additions to the government and province interfaces. If you can't see them, if means you have a conflicting mod enabled that edits the same interface.
Just updated the compatch. Now the event will fire and Trebizond shouldn't get annexed by Ottomans if they're a vassal.
1. The EE mission tree event "The Decay of Rome" doesn't fire until the scripted Byz-Otto war triggers (when Byz goes independent). This makes the early phase a little harder to do as this event gives Byz cores on the West Anatolian coastline. Sometimes it doesn't fire at all.
2. The EE Byz-Trebizond event "Familiar Ties" can make Trebizond a Byzantine vassal. Problem is, when war against Ottomans is declared, Trebizond still gets instantly annexed by Ottomans without checking if they are a vassal or not. I guess this was an unintended conflict b/t the two?

It’s on the religion view tab. If you can’t see it you probably have a conflicting mod enabled that edits religion view GUI.
Updated so that the disaster can trigger if Byzantium is a tributary.

Blade Chanter said he might make the Ecumenical Church interface a standalone some time in the future, but for now you’ll have to play with the full mod. Note that even if it was a standalone feature, it would still conflict with any mod that edits religion GUI.
Unfortunately, I do not know how to merge together the file types that overlap here, or if that is needed.
Sure. I just added a on startup effect to the translation so if that mod is active it'll make them Catholic.
Thank you very much for that! If it isn't too much to ask, I would love to see a compatibility patch added for "The Council of Florence and the Union Revolt" by RMS Oceanic. It works alongside EE fine, but as it makes Ioannes & Konstantine Catholic in a mini-disaster, it conflicts with the history file for Alexiad where they're Orthodox.
The missing part of Byzantine mission tree was due to a rogue bracket in the Europa Expanded compatibility patch, which is fixed now. Unsubscribe and resubscribe to the patch to make sure you have the latest version.
The missing government reform would have to be a conflict with another mod you're using.
