Your map is good but you used tiles from a person who stole them from the original person without their permission
1. Delete SteamLibrary\steamapps\common\Project Zomboid Dedicated Server\steamapps\workshop\appworkshop_108600.acf file.
2. Run server.

While exploring the map (since we're finalizing ourselves for a new wipe), I noticed this:

I re-installed the tilesets required but still got the same error. Do you know what tileset those trees are from so I can further troubleshoot on my end?

I was trying to find out the overgrowth and I ran into this area:

Now we have the required tile sets, but not 10 Years Later (as it isn't required), so I was wondering if there was something I could try to troubleshoot or perhaps am missing to get the overgrown aspect?
There is at least one building that has stairs up, but then you just arrive at some walls and cannot continue further up. The stairs block each other off,...
I recommend checking that at least every building doesn't just have stairs leading to a walled in area instead of allowing to traverse the apartment building.
