Thought I would share. I have used RICO revisited to add a local setting to these assets by Avanya. This made them be visited by Sims. I made them be commercial, leisure with the default one employee and 5 visitors. This also created a building spawn point, which can be edited via building spawn point mod. Works great and I now see sims visiting benches, etc.
