Something changed with Ethics and/or Civics and those mod owners will have to update.

This is the reference to the country name as far as I can tell, but from my own troubleshooting editing this line to something else will change the name to whatever is written there if it cannot find a matching empire, meaning it's likely that whatever code is referencing the actual name of the country is loading the header rather than the actual line for the name.
I will do further troubleshooting but my assumption is that either the reference to the actual country name is messed up somehow in the files of this mod, or this mod is conflicting with other mods that modify similar things by one of them changing how the name is referenced and it's reading the header instead.
I think these two are connected because I had the same issues with the ethics and civics infinity mod
And not activated: corporation mod, fatherland, and outdated mod
