Report a translation problem
I can't think of a way for it to make an empire with your species but not empire if it wasn't the origin of lost colony...
I made sure that all of them have a random generated starting system (not like sol or so).
They also have different portraits and names but still somehow it happens :(
Do you have any other mods?
When you scroll to the bottom of the empire list are there empires down there? (below the ones you made)
Did you use the random name generator? (see description)
Have you set up your empires with set systems? (ie sol)
Are the extra empires created by an origin?
Have you asked for more empires than you made?
Does it still keep being exactly the half? That'd be intriguing.
It does seem to be always 7 correct and 7 random empires.

To see if a game actually works as intended, I need to open the console and go through "play 1" until the last created faction. That takes away the surprise against whom you play, sadly.
So reloading works somehow to get the mod working completely, you just don't know if you're in a working game or not.
How I actually reproduce the games that don't work: No clue.
tl;dr: Mod works fine, Stellaris got hiccups.
1: does it always spawn in exactly 7 of your custom empires, or does that number fluctuate?
2: when setting the name for your custom empires did you just hit the random button and leave it at that?
2 causes problems because of something in the stellaris back end, it is easy to get around by just renaming your empire, even to the original name
I use UI overhaul, At war ship sections, a bunch of basic portrait mods and a bunch of basic ship sets.Cybrxkhans name lists, and Plaetary diversity.
I have no created empires which I do not have locked in for my game. I created 14 and have my game set to 14 AI. All are locked in. I start the game and ~7 are rando empires and about 7 are my created empires. I am not using Sol or Deneb, Common ground or anything like that.
What am I doing wrong? Load order? Thank you for any help any one can give.
Looking through my playsets, I noticed that I missed to uninstall another mod fiddling with spawns.
It was me, not your mod, effing up. :D
I have some mods installed, but none that are about spawning "conditions" like this here.
Are your empires set to spawn at a named system (Sol or Deneb in base game)? (There is a hard lock on these systems to only spawn once)
Do you have any other mods installed?
When you write "If you request more empires exist than you have custom/prescripted empires available then it will spawn custom empires", do you mean "... it will spawn random empires" ?
However, when a name is inputted by the player, in the file it is given a flag where the instruction is ignored. The empires that I made my own names for happened to be the ones to appear frequently, while the ones with automatic names were less frequent.

Also you said there are 13 empires spawning, is that 13 of your empires are 16 others, or 13 total, some of which are yours, some are other empires
Of course, I kept track of the origins and starting systems for all of my custom empires. As far as I can tell, there wasn't a connection between how often the empires were spawned in and the aforementioned settings. For example, one of my empires has the Prosperous origin and Random starting system but has never appeared in any of my games. However, some of the ones that spawned commonly had special origins and systems, including one that also had a special neighboring system. Even then, some of the special origins and systems ones also never spawned, and one of the Prosperous/Random empires spawned in every game.
I have a few modded origins and systems and such, but I can't find any differences to the base game ones. All of the special systems occur only once in my customs, with random set for the others.
This is really bizarre, but maybe you have something to glean? Thank you so much for making the mod, it does seem to be helping though!
I currently have 29 custom empires set up, and they're all of course set to forced spawn. I decided to do some testing with them. Specifically, in case it's important, I created six galaxies with Huge size and 29 empires, with no advanced, fallen, or marauder empires.
Interestingly, each time I created a galaxy, only exactly 13 of my empires would show up each time. However, the set of 13 would be different every generation. Out of my custom empires, 10 of them appeared in every game, but the other 3 would be a seemingly random selection from the rest, with some being a bit more likely than others. As well, the other empires that were generated in the galaxy were the same each time. (I'm not sure if they were prescripted ones that got past your other mod or if something was weird with the random generation seed?)

I do not believe the name of this mod is wrong as if it is possible for the game to spawn only custom empire it will do so, but there are a few things (might just be the sol/deneb systems) that stop empires from spawning even if they are set to force spawn, similarly if you have 4 custom empires and request 10 empires to spawn then 6 random empires will spawn
I will update the description of the mod, as that is an important thing to note, I had forgotten I hadn't already included it
Sorry for the confusion
I did some research and found that game won't spawn custom empires (even with force spawn checked) that doubles the same solar system eg. two empires have the same Daneb system. This is by Pardox script design.
I think that name All Custom Empires is wrong, because it implies that it will force the game to spawn custom empires only, but we find out that the game can spawn pre-scribed empires also.
But i tested it and it spawned custom and the pre-scribed empires iow. according to description so looks good
