Wow I'm surprised that someone was thinking exactly same thing as I do.
I've been experimenting with in-game LOD settings and ULOD mod and found out that if I set the in-game LOD to low and then bumped up LOD settings with ULOD I can make pedestrians still drew with lowest LOD. But the problem is that they disappear altogether if I zoom out a little bit.
I wish I could set their LOD to lowest but still maintain fairly long draw distance. I just want to see them dots dotting around from the sky.
