Yea I am having the same issue, not sure if MFL is out of date or if its this mod or another one. Let me know if you resolve it
Steam version will still work, but has not been updated in years and will not be updated again.

I think I collected 120 or something ridiculous in one game.
At one point when the mod was young I proposed a contest for collecting goblets. Still would be a fun idea.
Also, P.S: I did also find that sometimes that your/the game's companion(s) (Any, from what I know of, not only faction-based) will also sometimes think the mod's NPCs are hostile factions to them, so I'm not sure on why but just a heads-up.

Well maybe it's a small, hiccup glitch and noone bothers to report it? Anyway that was just a notice saying it may do something odd since Bethesda's modding stability is basically second to poor, so y'know, just saying.
CWRS does -absolutely- nothing to the vanilla civil war forms, and this is the first time I've seen anything like this reported.
To this end, I'm going to try this without the mod, and see if the dialogue is still gone, i'll repost a comment later of my results, if yes, then this mod will need some serious bug-checking or tweaking, otherwise enabling and disabling this every time you want to play a post/pre Civil War save file will be annoying, and likely no longer worth the trouble to install it.
Results: Good News, It doesn't do any major conflicts, although I'd recommend enabling the mod in a Post-Civil War savefile, avoid any Pre-Civil War saves, since I think it bugged my dialoge options for the War campaign.
Oh yeah it will work just fine if you finished the civil war.
Aside from fixes which may be needed in the future, development of CWRS is complete.
Offensive Recurring Sieges occur every 48 hours. This one will sit in your journal until you go to the objective.
Defensive Sieges may occur every 12 hours, but only occur when you are in the vicinity of a fort involved in the civil war. You are not directed to these by means of side quest.
This has me thinking of reworking how recruits appear. Unfortunately that won't be a simple task because of the complexity of how it's implemented. I always thought it was a bit clunky having to use the ledger to refresh npcs, but at the time it was the best I could come up with. I could probably come up with a better way of doing that now. So I'm glad this has come up.
If none of this is working then you are experiencing some other freak issue which I can't account for, at least not without knowing more about your mod lineup etc. Even then though, in the entire history of this mod there have never been problems reported with this feature. So either some new mod is potentially breaking it, or I know naught what.

You'll get prompted about that through a quest popup once you've advanced so far in the Civil War questline.
