the actual games themselves may not have shipped (although this model was used in hla as far up to fall 2018) but the model itself is for all intents and purposes done
Scarsed: others have experimented with that, but it's always looked wrong because the grunts have very different posture to the cops
the eagle one dev team have working cops with pistols though with custom animations, if you're interested in that

the model's still in the vanilla game (admittedly in pretty rough condition) as combine_soldier_new_content.vmdl_c, we've just fixed it up and made it a model replacer
