Why is that?
I had trouble figuring this out as well, but as you read the description. The wording might be a bit confusing. But Spacer tech can still be researched (For some reason.) But not only that. Vanilla tech gets limited. But NOT any other mod technology.
So yes, you can research WW2 technologies.
Because selecting them and researching them are two entirely different things

And several others, but all with the "elite mercenary" tag, so that seems to be the culprit.
They are named South Thiareera, which is a rough outlander union. It has pawns using Recon Armor and Helmets, as well as biocoded weaponry.
