WHY? Because it takes a lot of work to create an awesome mod. Not only that, it would open a much wider door to personal request. Motivate good modders to become better so that they can create even more amazing things...after all, a painter needs paint, brushes and canvas!
However, many mods are unstable and that would create havoc for the author and/or Steam...that being said, one can only assume that it would end up like on ebay; where a persons reputation determines their success.
I donate on the Nexus.
