There are something wrong with newest PDX launcher and steam, you should delete all in My Document stellaris folder, then make a Verifying Integrity(I am not sure if it should spell in this way in English) of stellaris in steam. Then start the game again and check if you are using the right playlist.

I think it is because only they are left with the balance up to version 2.5. It was a time when several times of the basic research points needed for a tech because of administrative limitations even if the empire was expanded a little.
It would be nice if add an option to restore their former glory by giving additional buffs only for the Fallen and Awakening Empires in addition to the automatic setting of Dynamic Difficulty. It will be much better if you make 3 options (A well-balanced option, a slightly over buffered option, a little under buffered option)
