If you're trying to correct this for another mod you can lookup its ID by looking for its .modinfo in the MODS directory and grabbing the ID from the <Mod> element.
If you can't tell what mod is conflicting, then search for "WARMONGER_THREAT_PER_TURN_DECAY" in the MODS directory and see what comes up (make sure you're searching file contents).
Needless to say you'll need to repeat this process if the author updates this mod.

Are you sure this mod is working?
This patch makes warmonger status more manageable, but only if you do it right. As an example, conquering a major civ 2 cities out of 5 on medieval, after they declared war to you will give you very little warmonger hate, maybe 70 turns later or so, you would have no warmonger status at all. Having too many cities (conquest or not) or breaking promises (stealing techs, expanding near a civ) will impact relations too, and has nothing to do with conquest.
Keep in mind they modified warmonger so conquering a minor civ gives half the penalty, and the amount of hate gained is 50% in ancient era, going up a 10% each era until modern, keeping 100% in modern and later eras.
The patch still gives a 40% reduction of any hate produced on top of that modifications, so conquering a minor civ for example, gives 50% of the hate you would get conquering the last city of a major civ, and then reduced the amount by 40%. So if the cuantity is for example 2000, you get 1000 instead thanks to the new patch, and it goes down to 600 due to this mod.
