If you just want it for personal use you should be able to extract the addon and just remove the flashlight sound.
However your probably going to want to look for a newer guide on doing that since gmod changed where it saves .gmas about a year ago.
Removing that sound would just make garrysmod play the default flatline beep sound, you would need to just get a mod that removes the default death sound.
If you want to make sure every addon that you have unsubscribed from is actually gone open the console in the main menu by hitting the " ` " key (the one above TAB) and type in menu_cleanupgmas and it will remove every unused .gma file... or delete the .gma for only this addon.
You should be all done now ;)
Make sure you don't go into the garrysmod folder insider of the garrysmod folder, you want to go to Garrysmod>Bin. Not Garrysmod>Garrysmod>bin.
Your best bet for now would be to just drag the .gma of this addon (from your addon folder) into gmad.exe (Its located in your gmod folder : garrysmod\bin) and then once you do that it extracts the addon into a folder that you can then go into sound>common , and delete wpn_denyselect, wpn_hudoff, wpn_moveselect, and wpn_select.
Once you do that just move the enhanced_audio_resources_player_legacy folder into your addons folder in Garrysmod\garrysmod\addon , unsubscribe from this, and you should have the same thing but without the selection sounds.
The problem with doing that is there is some weapon selection sounds that are not all replaced by other packs, so you would end up with a few sounds being default while other being replaced.
Here are the hud sounds this mod replaces :
