It is not listed as the required asset but it is still needed as per LSM.

So that explains what you mention about the ore storage.
A work around would be to use on of the general warehouse and set it up for 'the specialized zoned ore industry' ressource, then the coal plant and the genereric industry would most likely get there ressources from there. That is what i did in my testing.
I could do a 'real' coal warehouse my self via the asset editor. But since you have some nice assets already and a big group following you, it would make more sense for you publish something when you have the time :-)
In the mean time I can convert the industry DLC warehouse that looks like a coal storage to actual coal and use myself.
If you look into the asset editor for a warehouse you will see coal as an option for what it can store. This checked after writing the former post below.

Industries Rebalanced presently gives each warehouse at least 4 trucks, but I could reduce that if very small warehouses are to be a thing.
