Your comment is a constructive criticism than just a complain to me. Anyway, I'm just saying to you because you seem to have good motivation to start.
Thanks for the comments. I see your points on the building. I have come across some screenshots with the building in it and I can tell that it is not the most fitting one. I sometimes think it's a bit too tall as well so I still see some improvements can be done. But it was just fun to manifest fantasies in my mind into a 3D model and applying some realistic sense such as the location of the core/elevators, structural frames and as well as optimizations of the model and textures etc. Anyway, why don't you grab blender and start creating some assets then? Your comment sounds exactly the reason why I started creating ones! I love to see more beautiful Art Deco skyscrapers in workshop ;)
Hmm all the lights are from vanilla props so you shouldn't have that problem...Do you have any mods related to lighting props?

It really depends on what you want it to be! I was thinking about it as a hotel with commercial spaces on lower levels first. Otherwise, as an office building would make sense the most just like the most of skyscrapers are. However, lots of older skyscapers are getting renovated as residential as well (check 70 Pine St. in New York) so it really depends on your story :)

Thank you for your comment. Jevangray said he has all the DLCs so I didn't expect that to be a solution/problem..! I used props from "Pearls From the East" DLC. I thought everybody would have it since it's free. Thanks again!
Just realized that the "Pearls From the East" DLC is required and that solved the issue!
I have the same problem, the building is disabled and can't be enabled. This is the 2nd time I encounter this issue. A workaround for anyone with the problem is to load the building in the asset editor and simply save it again (no changes needed). Your local copy will somehow work ingame...

Thanks for the screenshot. Usually when you subscribe to assets, it's on by default right? but yours is off...I re-uploaded the building but I'm not sure it will make any difference :( Do you happen to have Loading Screen Mod on? It's the only thing I can think of what might cause asset related issues and it's something I don't have

I always subscribe to my assets instead of using the originals to play so if you have an issue I should have the same one as well though I don't own every DLCs. Perhaps, it didn't load correctly somehow? Re-subscribing is the first thing I'd suggest.

Do you have High Interest Tower placed in your city? If you do, This building also get crossed out as if it already exists in your city. I think it's becuase I used it as a base template. You can still of course place both in the same city.
