Oh, I've only ever used this and the linked Hero units ones (which I thought was the mod page we were commenting on, my mistake). I think Max has a merged version which does normal troopers and Hero classes, but I never swapped to it.
Yes, it does, but not for Templars. I'm trying to simplify the cosmetic mods I sub. But these templar tubes grind my gears. Do you have any recommendations for these?
But this does torso gear, see the screenshot
If it works for your setup, great, if not use the newer one Varric linked, I'm sure it's a lot more advanced than this one.
You've not subscribed to it. Steam's not updated it. You've not configured AML for the right Workshop folder.
You don't have WotC? That's about all I can think of. Try the basics:

War of the Chosen
NOT war of the chosen!
NOT WotC!
What conflicts might this mod have to cause this issue?
After reading the mod's name, its Description and looking at the Required Items... Why do you think it doesn't?

So that randomly generated soldiers don't end without a body.
It doesn't do arms and legs by default - "Empty WOTC slots on XCOM soldiers", so that's shins and thighs etc. That said "Added optional empty arms and legs for Resistance dlc and Alien Hunter dlc armour, copy everything from readme (YourSteamFolder\steamapps\workshop\content\268500\1127014384) into this mods XComContent.ini, at the end of the file."
