Yet I've installed the latest version of GIMP (v2.10.38) in the default location.
Could someone help please?

Can you give an update so this works with modern systens / Python3? Thank you.

Python3 doesn't like your code, python as a language is very sensitive to tabs. Any suggestions here?
Edit: scale_ui.cfg has a "SCALE_FACTOR=2.0" line, is this the one I am looking for?

Can't someone upload the already scaled files somewhere and link them?
And files are not pre-made, because even 1 version is weight over gigabyte, all of them would weight probably over 4.
The real question is - why paradox still not upgrade ui in vanilla itself. Seriously, is majority of this game audience still uses monitors that requires such small ui size?
I used windows store version of GIMP and puted dds.exe in "AppData\Local\Programs\GIMP 2\lib\gimp\2.0\plug-ins"
I installed GIMP 2.10.36 as per the instructions.
your mod is a must for playing eu iv nowadays. Do you have the files for version 1.30.6 lying somewhere? Thats the version I play the most so this would be super awesome. Didn't knew about your mod back then.

Here is the Pastebin link [pastebin.com] of the estate_privileges.gui if anyone is interested. Copy it in the %UserProfile%\Documents\Paradox Interactive\Europa Universalis IV\mod\scale_ui_1440p mod folder.
That you must copy and open (use notepad) estate_privileges.gui from EU4 maingame intercafe folder.
And any x and y value * 1.33333333333
Save and copy to mod interface folder.
from what i see, you *HAVE* to download "dds.exe" from {LINK REMOVED}https://code.google.com/archive/p/gimp-dds/downloads
it doesn't come installed on gimp, and you *HAVE* to drop that directly into "C:\Users\****\AppData\Local\Programs\GIMP 2\lib\gimp\2.0\plug-ins\", NOT the subfolder "file-dds"
no idea why this is such a painful process, but it will work in the end

for the ones with bat file closing immidiatly, please make sure you have the dds.exe directly in your "AppData\Local\Programs\GIMP 2\lib/gimp/2.0/plug-ins/" -folder

Than when the CMD Window is open and you started the process, you will see a line:

this^is when the magic happens, just be patient"
Now I had two issues when trying to follow this, first you MUST install GIMP to the USER ONLY, not to everyone on the pc, otherwise the folders will go to 'roaming'.
Secondly, I installed the dds.exe and placed it in the subfolder as suggested by Barra, after that I managed to get it all working.
Note: One negative of mod is no achievements. Achievements can be reenabled by moving the map directory out of the mod directory structure. Of course doing so will break the minimap.
