*Pre-update for 2.7.

*Add 1 Ruler Campaign about primitive observation.

*Now chance of appear of Ruler Campaigns are mostly determined by ruler's hobbies, and empire situations.

*Some balance and localisation adjustments, minor changes won't included here:

  • Ruler Skill no longer gives diplomacy weights and leader upkeep discount
  • Demagogue hobby also gives diplomacy weights
  • Influence focus of hive mind&machine also gives diplomacy weights
  • Ruler Campaign: Research Focus now cost 2 campaign points, but researcher jobs can produce 0.5 extra research points of each
  • Ruler Campaign: Innovating Solution now makes every robotic pop produce 0.25 research points of each
  • Ruler Campaign: War Ecomony should can be hold correctly
  • Ruler Campaign: Culture Exchange now produce 0.25 unity per pop instead of flat unity bonus
