hive minds can now use Psionic, Cybernetic and Biologic NI, but can't use integration and unity civics
added new government names for dictatorial/imperial and hive mind authorities with NI civic
the unity trait is now granted at game start if the civic was chosen

reworked the NI traits into NI civics for democratic autority (removed NI authority)
integration and purge option for not-networked policy now reqire their respective new civics
the unity, integration and purge civics now require to have a NI civic
this also solves the issue with half the ai empires having "linked ... collective"-like names
added backward compatibility event for existing saves

changed weapon stats to be more like their vanilla equivalences, no dps changes
synth:
- artillery: increased damage vs shields to +33%, decreased armor penetration to 10/20/40%
- laser pd: T1: decreased tracking, T2: decreased accuracy
- missile: increased damage vs shields to +15%, removed shield penetration, decreased tracking and evasion
psi:
- lance: decreased damage vs shields to -25%
- flak: decreased damage vs shields to +25%, armor penetration to 5/10/20%, accuracy and tracking
- torpedo: added armor penetration 50%
cyber:
- mass driver: decreased accuracy and tracking, T1: increased damage vs shields to +33%, T2: decreased damage vs shields to +33%
- laser: decreased damage vs shields to -20% and accuracy, removed shield penetration
- torpedo: increased shield (T1:80%, T2:90%) and armor (70%) penetration
bio:
- auto cannon: decreased tracking, added armor penetration 0/10/20%
- plasma cannon: decreased damage vs shields to -20%, increased armor penetration to 60/80/90% and accuracy
- swarmer missile: removed armor penetration
