Swapped the Lightning Rod potion launcher recipe order around

Tier 3 now requires Copper Wire instead of Tier 1
Tier 1 now requires AA Battery
Tier 2 now requires Battery

May change Tier 2 to something along the lines of currentcorn to make farming more hands on, but I already have something like that in the form of toxictop for the poison potion launcher.
