Fixed an "Exploit" that allowed a player to upgrade planet size without paying the cost to do so.

Changes:

Removed Edict - You no longer have to manually cycle through planets and click the edict every year.
Added Building - Automatically increases planet size over time and then deletes itself when the planet is size 25.
