Added localization for Portuguese

Support English, Dutch, German, Italian and Russian. (For Dutch and Italian a language file has to be installed first.)

1) Custom difficulty bug fixed.
2) Demand limited to 100 to avoid possible uncompatibility with other mods.

1) Refund amount for anything except roads back to vanilla.
2) Default difficulty set to normal.

Enables steam achievements when difficulty is higher than Easy
