Fixed an issue with picking blocks in groups where the primary block has a DLC requirement (eg. Interior Wall might require Heavy Industries)

Fixed placing blocks when picking while a tool is active. Now the tool will be sheathed, just like placing blocks from a toolbar.

Block Picker will no longer allow you to build blocks that are marked Public=false, and therefor not in the G menu.
