No LOS penalty is configurable

Fix applying negative aim/crit modifiers which affected chainshot, rapidfire, banish, the Andromedon's big punch and any modded abilities such as A Better Weaponry's Spray.

Now, thanks to -bg-'s [WOTC] EU Aim Rolls, with 100% less cover when running overwatch! This is independant of the EU Aim Roll configuration and is not enabled by default. Enable with

OVERWATCH_BYPASS_COVER=true
