Update 6: Collectivizing, fixing, and nerfing

1 New AP for Cooperative ethic:
Collectivized Urban Planning:
-20% pop housing usage
+0.3% growth speed per free housing
Gives access to decisions to add collectively planned healthcare or housing centers, taking up a district slot but providing jobs and bonuses.

Fixed the Beauty of Industry's amenity-granting effect, it now actually works and counts a bunch of different industrial-type jobs from different mods that i play (more will be added in coming updates)
Beauty of Industry's unity from industrial jobs is now localized.

Nerfed the Privatized Piloting AP by halving everything in the modifier, i'm pretty sure it's still overpowered but less so.

Update 5: Elite of Elites
The Elitist ethic is complete!
2 new APs and one moved from Authoritarian make up the APs for this ethic, they focus on benefiting leaders and ensuring a stable society:
Uniformity: moved from authoritarian
Adept Leadership:
+25 year leader lifespan
+2 leader level cap
+2 ruler level cap
+25% ruler pop output
Leaders start with 2 additional levels (does not stack with Evolved's elitist ethic granting the same effect)
Additional opinion with Galcom members if you are on the council
Shepherds of Society:
+20% ruler pop happiness
+50% governing ethics attraction
+1 stability and 2.5% worker output per ruler pop on planets

The gap in Authoritarian has been filled by moving over National Securocracy from non-ethic to authoritarian.

New Ascension perk added for the Competitive ethic:
Privatized Piloting:
+10 trade protection
+2 protection range
+1 merc enclave capacity
+50% ship experience gain
Subsidized Starships - Gain Naval cap and Diplomatic weight from fleet power, and decrease ship cost, based on trade value.

NEW Ecologist Ascension Perk:
The Beauty of Nature:
+10% happiness
Additional +10% happiness on gaia worlds
Per planetary feature on a planet: 2 amenities, 1% unity from jobs, 1% habitability, 0.1 Environmental Appreciator jobs.
Environmental Appreciators produce unity, society research, amenities, and habitability.
This perk synergizes very well with the Path of Nature AP.

New Ecologist AP:
The Path of Nature:
+10% habitability
+10% resources from jobs on gaia worlds
-25% terraforming cost
+50% terraforming speed
Natural Blockers no longer decrease districts, and give 0.5 rural district space per district that would be taken up.
Gives a decision to add a random natural blocker to a planet.

Update 1
Changed Beauty of Industry's unity-granting effect to give 1.5 unity from industrial jobs rather than make a modifier that gives unity.
Beauty of Industry's amenity-granting effect now checks for artificers and catalytic technicians.
Fixed weights for Overseer jobs.
Added localisation that says what grants what modifiers and what those modifiers do.
NEW AP for Ecocentrists/ecologists:
Environmental Efficiency:
-40% building and district upkeep
-10% jobs upkeep
-20% pop consumer goods upkeep
-10% building and district cost
Gives access to the Environmental Resource Usage policy, which has options to not change anything, or reduce specialist output and job upkeep by 10% per stage, up to 30%.
Does not yet have localisation to tell you that it gives you this policy.
KNOWN ISSUE:
Beauty of Industry's unity-granting effect is unlocalized.
