This is a big one one.
- Surrender now uses Situations
- When a planet that is capable of surrendering reaches 40 stability or lower, a situation is started
- Situation progresses faster the lower the stability is
- Both the attacker and defender get to set situation approaches, each influencing the progress
- Added a stockpile system
- Can transfer resources from empire stockpile to local planet stockpiles
- Planets will consume from local stockpile during siege, avoiding resource shortage penalties
- Stockpiles have a maximum capacity, determined by capital tier, strongholds/fortresses, and resource silos
- Custom UI for managing local stockpile, accessed via planetary decision
- Ability to set monthly budget to automatically stockpile to highest priority planets
- AI uses this feature!
- Adjusted AI fleet priorities to take better advantage of sieges
- Proper support for catalytic empires, and other modifiers changing according to empire type
- General balance pass on all numbers
- Prevent revolts on besieged planets
- Account for empire base production on capital planet
- Better in-game explanation of siege mechanics
- Improved visibility of siege and resource shortage statuses

Fix: planets will not surrender in total wars to avoid bugs with unconquerable planets
Added event mmg_us.1000 that can be manually run to return any planets that surrendered in total wars their owners.
