Updated the overwritten traits to the rebalanced 3.8.4 ones, there were previously some discrepancies due to how the overwrite process works.

Updated for 3.8 (hotfix)

Removed the files affecting ruler traits as it almost certainly conflicts with new update, I'll rewrite it and add it back later and it should be save compatible but for now this should make the mod compatible with 3.8.

Finally fixed an issue where the planetary decision build speed bonus wasn't being applied to traits, however the fix requires me to overwrite the entire files instead of just portions of them, which may cause compatibility issues with mods that alter leader traits.
