Added a new origin called "Galactic Nomads"

Basically this is a pure nomad empire which doesnt need any planets or territory!

Another change for Voidangels (God's Vengeance -perk) + Hivemoons (Galactic Plague -perk).
Their weapon is now not anymore Kinetic+Energy, now its only Energy.

This means they are still very powerful, but are easier to counter now for balance.

QUICK HOTFIX 13.02.22 0.40:

I made an error with the megastructure weapons. Try to restart Steam and Stellaris or download the mod again to download the fix (it wasnt possible to place the marker anywhere, now it works again).

Fixed a bug with terraforming planets to the Immortal class (Vi origin).
Restart the game/steam or redownload the mod to have the missing districts when you terraform new planets to the Immortal class (using the Seele ship).

Fixed a bug in the Halo origin and its unique perk.

The Phoenix Empire civic can now be played together with the civics Warlord and Hearts of iron.
Also the civic bonuses have been improved.
