Hotfix: TLE pistols now use correct weapon range profile

- SMG weapon range profile (used by regular pistols, Templar sidearms, Bullpups and few other guns) is updated to be more more in line with others: aim bonuses/penalties at extremely close/far range are increased, aim bonuses/penalties at medium range are reduced.
- Damage of Plasma Blaster is increased from 5-7 to 6-7, armor pierce is removed.

Note: I am considering writing an expanded changelog which would describe a broader range of changes compared to the description. I'll probably get to it once I'm done sorting things out.

Hotfixed a rare bug related to enemy Hunker Down use.

- Fixed a bug which caused AI changes from the previous update to not take effect (oops).
- Additional update to enemy Hunker Down logic.
- Cooldown of Wrath Cannon (Sectopod ability) is reverted to vanilla value.

- Aim ability is no longer available to Reapers and Skirmishers (return to vanilla perk pool, existing soldiers are not affected by removal).
- You may revert this change by removing ';' symbols at the start of every line in 'config/XComClassData.ini' file.

Cleanup of AI changes:
- The mod no longer alters 'TryShootOrReloadOrOverwatch' node (improves compatibility with other AI mods). All said changes are now merged with changes to 'ConsiderTakingOverwatch' node.
- Enemies that carry grenades may now to use them regardless of how well you spread out if all chances to hit are very low. This change only applies to Commander and Legend difficulty levels.
- Codices no longer use their Psi Bomb ability if they can't hit at least two targets with it.

- Fixed incorrect crit damage value of Whiplash ability.
- Fixed incorrect health and flanking crit chance stats of Volunteer Army Militia units.
- The code that is supposed to remove guaranteed critical hits from Rapture ability is now actually applied to Rapture instead of Rapid Fire.

- Tier 1 Purifiers no longer carry grenades to compensate for previously increased flamethrower damage.
- Tier 3 Troopers no longer have 1 armor on Legend difficulty. It is replaced by +2 bonus health.
- Localization cleanup including removal of some unnecessary leftover text from the original Overhaul. Russian language is now listed as supported in the mod's description.

Note: As I am satisfied with the current state of the mod, further updates will likely be limited to similar small adjustments and bug fixes.
