- Habitat extra districts can be built on PD planetary habitats now.
- Habitat extra districts are locked by strategic resource mining techs.
- PD planetary habitats now have more unclearable blockers.

- Fixed districts-disabled issue. If you use other mod with 02_rural_districts.txt also and it is loaded "after" DOTB, that mod's districts will be picked. If that mod is loaded "before" DOTB, DOTB version will be picked.
- Fixed some civics triggered bonus of districts ("Ethics and Civics Classic" feature), even when the mod is disabled. Now, these features are locked behind cultural_overhaul_active global_flag.

- Fixed "has_tradition" to "has_active_tradition" on mining districts.
- Overwritten back "habitat.txt" to vanilla one, Now, strategic resource deposits on habitats will be replaced by event, on 3 days after of habitat construction complete.
- Updated Arcology Project decisions. its requirment text was updated and ocean housing doesn't block it.
- Additional deposits spawning on homeworlds will be executed on 4 January now. So it is safe from Planetary Diversity's stating event.
- Fixed DO energy jobs and research jobs taxed extra upkeep for subsidies edicts twice.
- Added extra upkeep for some research jobs which produce Unity with Technocracy Civic.
- Updated internal planet categories for the latest Planetary Diversity.
- Fixed each district max texts are missing "Max" word.
- Fixed a few typo about district singular and plural form.

- compatibility with "XX Building Slots" mods.
- refactoring districtoverhaulspawn.02 event. Well, over-18K-lines script got compressed to 3K-and-some lines. That said, I think it won't affect actual feature.
