Compatible with Stellaris 3.0.3

Because Stellaris 3.0.3 made changes in the 03_worker_jobs.txt file, I don't recommend using this with Stellaris versions earlier than 3.0.3 but it will probably work, just also bringing a few of the 3.0.3 changes with it (such as increased Clerk trade value).
