Quick update
- removed all changes to original tradition trees, now only the ai weights remain in the adoption ones. (hopefully this fixes a bunch of disappearing traditions in domination and prosperity trees)
- added a remove planet specialization decision to planets with the industry finisher.
- added artisan jobs and metallurgist jobs to the decisions you get from industry finisher.
- moved rare resource production into industry from specialist.
- changed specialist amplitude to give +3 leader skill level cap instead of 1 and removed the upkeep reduction.
- specialist finisher buffed to give 100% instead of 50% leader experience gain.
- specialist adoption increased to 2 leader pool size instead of 1.
- removed 3 specialist traditions (well one was moved to industry)
- added "Specialized Production" which increases specialist pops resource output by 5%.
- added "Inquisitive" which gives you 1 envoy and gives you an event that gives either +20% encryption or codebreaking.
- added "Spy Network Efficiency" which increases your infiltration rate by 20%, reduces your decay rate by 20% and increases the operation speed by 25%.
