Fix the bug that the progress of the research project is not normal.

New contents:
Added an excuse for declaring war after the beta area event request to share psionic research was rejected.
Ancient Titans added an excuse for total war.

Adjustments:
When all psionic portals are destroyed and the number of shroud invader's warships is less than 25, there is a probability to end the shroud invader event chain every year, without the need to find and destroy the remaining psionic entities in the galaxy.
Reduce the time needed to research ancient ships.
Removed the extra jobs provided by the alloy factory/civilian industry for the industrial segment of the ancient ring world.
Ancient fortress in the gamma area will completely suppress the enemy's shield/armor penetration properties.

Bugs fix:
Fixed the bug that the special capital buildings of primitive civilization would not be placed in the first grid.
Fixed a bug where the special plan to stop/start tracking the key of twilight would be generated multiple times.
Fixed the bug that the beacon of prosperity event could not be triggered correctly.
Fixed the bug that could not correctly obtain ancient knowledge from ancient materials in the iota area.
Fixed the bug that could communicate with the keepers of the archive of the iota area before establishing communication.
Fixed the bug that the special effects of gamma area defense system, shroud invaders world cannot be generated correctly when they using jumpdrive.
Fixed the bug that Starlight II could not be spawned correctly after using the subsystem repair.
Fixed the bug that the psionic signal relay station of the beta area could not be spawned correctly.
Fixed some localization errors.
