- Added "Line-crossing policies for more births" technology. Breed Facility building now require this tech.
- Streamlined ethic-based decisions and events. It shouldn't affect to gameplay.
- Disabled Worker social class overwriting, for more compatibility. Now Penal buildings themselves add crime per worker.
- If Penal colony owner is nor Oligarchic Override and Oligarchic Supervision authorities, prison districts provide only 1 Enforcer job and Prison Master job will be added per 10 Pops.
- Cybernetic Creed Factions are treated as Spiritual factions now. Pops with any ethic can join but factions behave like Spiritual factions.
- Added @is_SCO_enabled scripted variable. If this mod is activated, "check_variable_arithmetic = { which = @is_SCO_enabled value = 1 }" returns TRUE.

- Updates for Penal Colony.
-- Added 3 Penal Colony Buildings. They have bonus for all worker production, but increase crime from workers.
-- Penal Colony Designation was divided to 2 variant, "Servitude Penal" (catch more criminals) and "Segregation Penal" (Heaven of Worker Production).
-- Disabled "Assign Mining Penal" and "Assign Farming Penal" decisions.
-- Added "Penal Pearl Diver" job, Penal variant of Pearl Diver job.
- Fixed Localisation of "building_SCO_breed_facility" and "building_SCO_breed_facility_desc" were disabled.
- Replace text for non-Japanese-or-English Now use their language, not English.

- Fixed an issue about building_SCO_slave_system_capital (called an inline script twice).
- Added a few restrictions on "Create Penal Colony" decision:
-- Now any ongoing construction or "Order's Keep" building (include upgraded one) blocks the decision.
-- When there are any penal-invalid buildings, decision will be displayed and blocked (why it isn't allowed is more visible).
- Streamlined restrictions on "Create Thrall Colony" and "Create Resort Colony" decisions.
- Added localisation overwrites on "FREE_DISTRICT_SLOTS_TRIGGER" and "HAS_NUM_DISTRICTS_ANY". They don't have line breaks so condition display become confusing.
