Fixed non vanilla species being ignored by merging species function

Dynamic planet pop capacity added. It's a new population limited system that could work together with static planet capacity system. If a planet has too much houseless pops or unemployed pops, it will stop increasing pops or robot assembly.

All functions are switchable, and turn it off if you donot want it.

修复了物种合并功能对非mod新增物种无效的bug

增加动态人口限制功能, 可以和固态星球人口上限共同作用. 如果一颗星球有过多的无业人口或者无家可归的人口, 它将停止人口增长.

所有功能都是可以关闭的, 如果你觉得它们没必要存在, 就关掉它们!

add support for Void Dwellers, they got more population cap and building cap of habitats

Remake habitats optimization mechanic, now a CD mechanic is set as default instead of abandoning them. Also, if you want you can manaully change the setting back to Abandon Habitats.
重做了轨道栖息地优化, 现在一个新的CD机制将作为默认取代旧的禁用栖息地机制. 当然, 如果你愿意, 你可以随时手动将其设定为禁用栖息地.

The more habitats an empire has, the longer the CD is between construction of each habitats. Default empire has a max cap of habitats of 7, and Void Dwellers has a cap up to 15.
