moving ice canister localisation from immolators to bitterfrost protocol.

Adjusted range table. it's now a bit flatter, so should perform more consistently.
Bitterfrost Bomber now grants 3 grenades if the soldier has Light Ordnace (either flavour)
Breakthrough damage bonus now applies to bitterfrost canister activation.
Bitterfrost canister is no longer considered explosive.
Bitterfrost canister now has a configurable damage scalar.
Cryolator damage increased by ~0.5 per tier.

Added 'MZFreeBitterfrostGrenade': an ability that does exactly what it sounds like.
by default, can appear as an AWC skill. this can be toggled off.

Fixed the bitter chill helper requiring bitter chill in order to apply bitter chill.

Internal Changes to how chill effects are set up. mostly making it more efficent to adjust things.
Experimental chill particle fx. (borrowing viper king's trail atm)
Cryolator overwatch will no longer contiuously hammer a single target if you get multiple reserve AP.

Fixed being unable to use the cryolator's basic attack while burning or disoriented.

Cryolator's overwatch should no longer trigger against cold immune targets.
reduced the 1-tile aim penalty
basic attacks with the Cryolator are no longer considered explosive.
