Changed the upkeep by upping the energy requirement and removing strategic resources as a requirement.

I did a very minor update where the gfx folder has been renamed into lower case because this could cause issues with the game finding my sprites.

Rebalanced the build cost, amount of jobs and the upkeep of all refinery upgrades.
