- Set fort cost per turn to 3g
- Set Citadel cost per turn to 5g

- Fix a bug for older versions of civ which prevented borders from being created until a unit moved out then into the fort.

- Citadels will now have cultural borders as well
- A fort built near friendly territory will not expand borders into that friendly territory.
