Some more fixes to Awakened empires. They were exempt from fleet doomstackign event/resettlement event/economy calculation event which hurt their performance a bit.

Fixed "Broken Crime Lord Deal" modifier lasting indefinitely.

Slightly tweaked artisan weights (there was a report that they were unfilled sometimes).

Added extra code which allows awakened empires to fix their economic issues (changes to fallen empire buildings).

This update will ensure that changes made in the previous update will be applied to people who are playing an ongoing game without the need to start a new one.

Added a small change to awaken empires buildings (to stop them building skydomes), their behavior is still mostly vanilla.

Nerve-stapled pops will now be enslaved if possible (xenophobic FE was underperforming without this change).

Made AI slightly less likely to jump when building outposts.

Increased Ai spending influence on outposts a bit.
