Trigger that was supposed to prevent one of the build-destroy loops checked for is_ai=no instead of is_ai = yes.

No relevant compatibility file changes.

Forced AI to build 7 armies at some point.

This change doesn't matter if you are playing with just starnet only, but can help alleviate some incompatibilities.

(to achieve full strength any mod that changes country_types probably needs a patch, but this incompatibility shouldn't prevent wardeclarations anymore).

Realised I am a bit of an idiot and I can make the mod a bit more compatible by not overriding the whole vanilla variables file. My bad.

This patch also should help those who had a "AI doesn't declare wars" issue caused by country_types file. (Although if you are using a mod that changes the file it still would be handy if there was a patch, otherwise AI fleet composition won't be working. But at least they should declare.)

Very large patch.

AI will now specialize planets better, fixed amenity problem of AIs, AI will now use the S-curve trick, use low hab planets as breeding grounds and much more.
