Equalizer sent me a bizarre savegame where AI was having no economic plan and stopped doing anything as a result. While I am still not sure how could it happen, I've implemented a fallback that fixed that issue at least in that instance.

Fixed a problem when human wasn't allowed to upgrade without having resource income.

Some minor tweaks on starbase ratio, terraforming and when will AI pick defenders of the galaxy.

Integrated this mod ( sp.zhabite.com/sharedfiles/filedetails/?id=2488154830 ) with author's agreement. Feel free to check corsairmarks' mods, there are some fixes to vanilla bugs. They, I think, are fixed in starnet too, but if you are playing vanilla they can be worth checking.

Apparently AI could ignore tech requirements in starbase buildings (although it was unlikely to happen). It shouldn't be able to anymore. Also added some minor changes to make sure World Shapering does properly.

I think, fixed the issue with some pops not being purged.

Some minor opinion change (refusing your ally wars penalty should decay faster now). Made empires that lack in tech/economy/fleet less likely to vote for resolutions that give bonuses to tech/economy/fleet diplomatic weight.

Building changes, Ascension perks changes, resolutions.

Huge patch. Incorporated weird workaround where AI will try to maximise the hidden resource that doesn't do anything (seems to be the only way to force AI to build some buildings given that ai_resource_production = {} doesn't seem to be working). As a result the performance seems to be great (ensign AI consistently reaches repeatables by 2350).

Also restricted "become the crisis" ascension so that only strong AIs will take it (watched an AI Yondarim picking the perk in 2321 and then getting declared in the next 20 years by 2 federations consisting of 9 empires in total that causes Yondarim to lose 60% of its pops and turning into a tributary).

Fixed a bug when in some cases players couldn't activate distribute luxury goods decision unless a player was a planet.

Since the playtester group consists entirely of sapient gas giants, it's a mistake that was easy to make. Also increased the chance of picking world shaper and improved maintenance drone management.
