Added swap for domination civic, as "Privy Council" doesn't make sense for the Master Computer.
Re-enabled Life-Seeded, Post-Apocalyptic and Syncretic Evolution civics for the Master Computer.
Fixed long-standing bug for the Datavore, they now actually receive science points like they should - in additions, "Steal Data" wargoal can not be used multiple times in concurrent wars to prevent possible abuses.
Surveillance and Wargamer civics' effects moved from flat effect to a modifier onto Master Technician jobs. They are also mutually exclusive now.

Slight alterations to balance.
Added new capital buildings for resort and slave colonies.
Added new AI personality for Datavores and a few diplomatic lines - greetings and insults.

Fixed an error causing lack of Containment CB against Problem Solver.

I will probably move war goals and CB into new files after all.

Replaced civic icons by ones provided by Ŧauma'. Now they actually look good.
