- Juggernauts now get +20,000 base armor
- Starbase power cores (except Juggernaut) will always produce 50,000 power

Tweaks:
- Trading Hubs gives +1% system trade value
- Offworld Trading Company gives +1% system trade value per Trading Hub, instead of a flat +10%

Bug Fix:
- Trading Post now actually require your neighbor to have open borders with you
