CHANGES
- Improved the Power of the "Planetary Shield" from 100% to 150% and add an upkeep of 2 Energy
- Increased navy size you get from pop (0.20 -> 0.25) and space station (+2)
- Reduced dmg per navy size for soft and minimal bombarding stance
- Reduced Overall Fortification HP and the gasp between smaller and bigger planets
