- considered changes mad in Stellaris 1.8.2 & 1.8.3

CHANGES
- removed ethic restriction on several spaceports modules.
- leader use vanilla exp gain now. (Will be updated again after 1.9 Release)
- leaders no longer get xp by a daily event
- reduced reinforce maintance costs
- reduced consumer goods cost per planet
- use vanilla galax zoom steps again

FIXES
- It is now possible to add attachments

v0.3.1 - Bombardement Rebalance

CHANGES
- Improved the Power of the "Planetary Shield" from 100% to 150% and add an upkeep of 2 Energy
- Increased navy size you get from pop (0.20 -> 0.25) and space station (+2)
- Reduced dmg per navy size for soft and minimal bombarding stance
- Reduced Overall Fortification HP and the gasp between smaller and bigger planets
