This is the files need to enable photon emergency lights and sirens for TDM's GTA V Police Cars. You will need TDM's Drivable GTA V Cars addon, and Schmal's Photon: Emergency & Car Lighting Engine addon.

when i firstly commented i pointed out that the halogen lightbar looked "horrible" but i think i needed to explain it better, in the old/halogen lightbar the lights from the blue and red side spin at the same time and look quite weird in my opinion

the halogen lightbar looks horrible in lighthing the lights just do the on-off

i forgot what button but i think you need VCmod for the lights
