Welcome Steward to Frostpunk 2 achievement guide where we can all enjoy this fun and at times difficult and frustrating game and obtain all the achievements in process.

I will not give any tips to gameplay, over the course of months and years balance changes will change the most efficient way to maintain your civilization so I won't bother with that.

Expect multiple playthroughs of Story even if you don't fail some of them.

Just remember to enjoy this cold apocalypse Steward!

Main Story - Prologue



The End is Just the Beginning
Ensure the Wanderers' survival during the Whiteout


Location: Story - Prologue (The Wanderers)

Prologue mission with basic tutorial to gameplay.
Focus on obtaining enough food and finish the story mission to obtain this achievement.




No lesser evil
Ensure Wanderers' survival while saving the seals and not expelling the elders


Location: Story - Prologue (The Wanderers)

Obtain enough food for Whiteout without expelling the elders or extracting food from Seal Colony.
Make sure to rush Frostbreak teams from the start of the game to reach Fertile Soil tiles and start farming food as soon as possible.
Main Story - Chapter 2



Bring it on!
Finish Defeat the Frost or Embrace the Frost before the whiteout


Location: Story - Chapter 2 [Obtained when Whiteout ends]

At the start of Chapter 2, you will choose between:
  • Defeat the Frost
  • Embrace the Frost
Choose either one, if you succesfully survive Whiteout at the end of Chapter 2, you'll obtain the achievement.




Don't starve
Hidden achievement
Have no hunger during whole duration of the Whiteout in New London



Location: Story - Chapter 2 [Obtained when Whiteout ends]

Using preparations to stockpile food such as:
  • Laws under "Food additives"
  • Colonies or resource spots outside the city (in Frostland)
  • Early research of Hothouses to increase food production
  • Building "Food stockpile Hubs" to expand storage
Make sure nobody starves during Whiteout and you'll obtain the achievement.
Try to have at least 24 weeks worth of food ready just to be sure.



Adapted to Weather
Have Disease Absent and Cold Absent for 20 weeks, when there is at least -100 Celsius degrees

Location: Story - Chapter 2 [Obtained when Whiteout ends] or Utopia Builder after week 550


Similar like with "Don't starve" prepare and stockpile enough fuel and make sure you house all people and also keep them healthy:
  • Stockpile enough fuel (at least 60 weeks of worth)
  • Build enough Housing districts and have +80 spare
  • You will most likely get additional population before whiteout and even during
  • Have enough Hospital care and laws that deal with it

Achievement should unlock before Whiteout ends if all goes well.

P.S. Doable in Utopia Builder, sometime after week 550 temperatures drop lower and lower.

Main Story - Chapter 4








Coredigger
Hidden achievement
Salvage all the cores deposits in Winterhome before toxic gases engulf the city


Location: Story - Chapter 4 [After you colonise Winterhome]

As seen on picture above, when you send colonists to ruins of Winterhome you are like many times in game given a choice how to proceed.

Choosing option "Salvage Winterhome" you are given a task to salvage Core in order to upgrade Generator in New London

This one is tricky and my personal approach was suicidal:
  • Ensure you have resources and workforce ready before starting [Listed below]
  • Send extra workforce to Winterhome (+ 5000 workforce)
  • Use Rapid Frostbreak to clear approach towards each Core deposit (consult picture)
  • As as you clear Frost make sure to build Extraction districts to mine those Cores
  • At certain point you will likely get a prompt saying to have enough Core, this is FALSE Steward, you must obtain every last one of them, continue to work and extract every last one

I didn't bother building any housing.
I didn't bother researching Automated Workforce. (You need to research it, then build Industry district, send some oil and then build Automated workforce Factory)

I used 10 "Rapid Frostbreaking" to clear the path to all cores [400 Heatstamps / 200 Prefabs]
I've built 6 Extraction districts to extract all the cores [240 Heatstamps / 900 Prefabs / 2400 Workforce]
I lost over 5 000 people due to toxic fumes and cold.

Achievement will unlock when you build "Hyperdrive regulator" on a generator in New London and finish the Chapter.





Plumber
Hidden achievement
Clog all gas source before first rise of toxicity on at least Steward difficulty


Location: Story - Chapter 4 [After you colonise Winterhome]

As seen on picture above, when you send colonists to ruins of Winterhome you are like many times in game given a choice how to proceed.

Choosing option "Settle Winterhome" you are given a task to build a city on the ruins of Winterhome, but before that you have to clear toxic fumes coming out of ground.

For the achievement you need to stop / filter all 3 toxic fumes source before the first rise of toxicity on at least Steward difficulty (Around 58 weeks)
By using a similar tactic like with "Coredigger" achievement I found it kinda easy had 20 weeks spare.

Here is what I did:
  • Ensure you have resources and workforce ready before starting [Listed below]
  • Send extra workforce to Winterhome (+ 3000 workforce)
  • Use Rapid Frostbreak to clear approach towards each Toxic fume source (consult picture)
  • As you clear Frost, build "Fume Filtration District"
  • Get achievement as you clog last toxic fumes source

I used 4 "Rapid Frostbreaking" to clear a path [160 Heatstamps & 80 Prefabs]
I've build "3 Fume Filtration Districts" [300 Heatstamps / 1200 Prefabs / 3 Cores / 1800 Workforce]

Main Story - Chapter 5





Bonfire
Don't let Civil War spread over 5 or more districts


Location: Story - Chapter 5 or Utopia Builder

I'm certain amount of districts affected is based on % of aggressive Faction.
Spend Chapters 2 through 4 reducing size of said Faction.
Use:
  • Condemn them
  • Prison - Round up
  • Secret Police

Most people might try this achievement in Story mode but you can also try in Utopia

If Fervor of once Faction goes high enough they will start a War.
So as long as you keep their number low you should have no problem obtaining this achievement.
I've had a run, where their numbers were around 500-800 versus 25 000 of other Faction.
When they start war they only attacked 1 District.
Might be easier there if you struggle in Story too much since you have a lot of time to "prepare"




Moving out
Have the banished faction leave New London of their own accord


Location: Story - Chapter 5

Choose "Banish" whichever faction you have issue with.
You'll have an option to create a new colony in Frostlands for them.

Colonise a new location for the faction and upgrade it with:
  • Housing
  • Food
  • Fuel (Heating)
If you provide them with those basic necessities whole faction will leave peacefully, which is a requirement for the achievement.




Peacemaker
End the civil war through the Path of Reconciliation


Location: Story - Chapter 5

Arguably the hardest of the 3 options for Chapter 5.

You need to "Negotiate Peace" with both sides.

You should prepare ahead for this option:
  • Game is rigged, not matter which side you choose, you will anger the other one and start a Civil war - so I would suggest to have a passive gameplay, don't please either side, do a little of both until Chapter 5
  • I highly recommend for this particular achievement to have "Guard Enforcers" from Rule laws, it will make quelling the war much easier and also have a lot of guards and prison, perhaps have 100 guards ready [Watchtowers, Stewards militia, etc.]
  • After dealing with Winterhome and it's outcome and Council Hall cutscene - Civil War will start and give you an option too choose approach, you choose "Seek reconciliation"
  • Choose between peaceful or aggressive approach while dealing with District chaos assuming you have the guards or Laws to contain it
  • Start making promises to both side and work towards, try not overlap promises too much
  • Contain both side enough so you have enough time to fulfill all promises you made to both side - see picture
    - Probably 40-80 weeks of Council sessions and various researches




  • Once you finish promises for both side, fervour will drop to zero as you finish promise to each side and once all is done the fighting will stop.
  • Now you ONLY have to pass "Peace accords" located under "Rule"





  • It will be rough, and possibly bloody and it's probably the hardest of 3 options to deal during Civil War, sort of easy with lot's of guards, but really hard if you wanna do it really peacefully.

Firm, But Civil
No deaths caused by Civil War during the whole game

Location: Story - Chapter 5

Read "I love democracy" to obtain this achievement "easy mode"

I just think it's unlikely to obtain this achievement without going Captain.
Fighting start instantly, depending on population it will affect at least 3-6 districts, you need to have minimum of 50-150 guards to even try to contain it.
And even then people still die if you send guards to "Protect People"
I always have hundreds of dead and injured .

I'm sure it can be done with proper preparation - and honestly good job Steward if you obtain it without going with Captain's Authority tactic.




I love democracy
Have no votes against Captain's Authority policy

Location: Story or Utopia Builder


The goal is to Vote yourself Captain without anybody voting against.
You need Maximum trust and a lot of Tension (Catastrophic if possible)
Using Secret Police you can remove faction that oppose you during vote.

And conveniently the best place in the game where such situation happens naturally is at start of Chapter 5 in Story mode.
Here is what you do:
  • Remember - in theory have endless time to prepare, as long as you don't finish objective in Winterhome

  • During Chapter 1 to 4:
  • Pass every single "Rule" law except Captain one
  • Research and build Watchtowers and have at least 90 Guards
  • Research and build Prison
  • Try to have as good as possible relations, it helps a little
  • Have maximum Trust = Revered
  • Make sure Council is ready for voting
  • Once all is ready, finish Chapter 4

  • After cutscene of murder and start of Chapter 5 - choose "Enforce Order"
  • Pause game immediately
  • Send Secret Police on both factions that are fighting and choose "Revoke Council Seats"




  • Unpause the game a look at the Tension and pause the moment it reaches Catastrophic, it should be just a few moments




  • While the game is still paused go to Council --> Choose Rule --> Captain's Authoriy
  • Due to High Tension and High Trust and removal of warring faction only Frostlanders and New Londers are left to vote and they are scarred sh*itless of what is happening outside and are more then happy to vote you Captain unopposed.

    P.S. If for whatever reason somebody still complaints - you can use Guided Voting + Negotiate





    From here you can also help yourself do another achievement -
    "Firm, but civil" - Have no deaths during Civil War


    If you prepared everything like I said before:
    • Pause the game again
    • Click on Generator --> Activate "Secure Rule"
    • After few short weeks, all fighting will stop without any casualties
    • Choose between building one or two Enclaves, I always did only once
    • Once it's built + watchtower --> "Begin Enclave relocation"
    • Choose one of two options - it only matters for the ending
    • And that's it - deathless Civil War




    Checks and balances
    Complete the Story without passing any Rule laws on at least Captain difficulty


    Location: Story

    Self explanitory.
    Play the Story on Captain difficulty.
    Don't pass any "Rule" laws during the course of the game.
Main Story - Difficulty endings

Complete the Story on any difficulty



The Temptations of New London
Complete the Story on at least Steward difficulty



The Demons of New London
Complete the Story on Captain difficulty



Faction relations

People person
Have maximum trust


Location: Story or Utopia Builder

Obtain by having maximum Trust with communities, unless you seriously mess up you will unlock this achievement while you play.




Steward Little
Have negative relations with all communities and factions


Location: Story or Utopia Builder

This one happened naturally to me while playing the story, while trying to satisfy everybody in Council I managed to make them equally angry at me :D
Essentially, if you are doing a bad job you will anger everybody

Ways to anger the factions:
  • Vote laws that go against their belief
  • Research technology that goes against their belief
  • Make decision in the City or in Frostland which might anger them
  • Condemn them- select avatar of any Faction and choose Condemn (as seen on picture)
  • Do a bad job overall






Mixed Signals
Have rallies and protests in the City at the same time


Location: Story [Likely during or after Chapter 3] or Utopia Builder

This will likely happen during Story after during or after Chapter 3.
By choosing one faction approach towards dealing with Frost you will anger the other one, if manage to equally anger and also satisfy opposing faction they will hold rallies and protest occasionally.
Having both rally and protest at the same time will unlock the achievement and will likely happen by itself.




Revered Leader
Have "Devoted" relations with all communities and factions

Location: Utopia Builder

I don't think it's doable in Story, game forces you into full out War in last chapter.
Overall you just need time, keep the Laws light, don't go into any extremes.
Keep your population feed, sheltered and they'll be happy.

Do same by week 54 when first Faction spawns which should have near devotion when they spawn, keep them happy by adding few new laws, but never go full extreme or make any cornerstones.

At Week 104 you should have 3 Communities and 2 Factions
When last Factions appears they will likely be pissy and mad at something.
Here is where the work begins, balance between voting new Laws / Research / Buildings with both Factions
Overall they will be really happier for granting them a promise then they are gonna pissed for doing the same to the other side, keep doing it until you reach Devoted.

Try to not cancel each other demands, but guide promises in different area.
Example:
If one Faction is Tradition based - give them Tradition based Laws under Society section
And if the other is Merit based- give them Merit based Laws under City
Same with buildings and or research etc.



Anger management
Don't let the Fervour of any faction reach maximum level in a playthrough

Location: Utopia Builder

I'm pretty sure it's impossible for Story mode, since Civil War is part of the story.

Maintain good relations with all Factions:
  • Relations don't have to be perfect
  • Ensure that you deal with rising fervour
  • Don't research or pass Laws that are too much for one side, try to diversify

THIS METHOD IS APPLIED FOR MANY ACHIEVEMENTS

P.S. Doable in story if you manage to balance faction relation and fervour to neutral in Chapter 4 during the Winterhome situation and then rush Chapter 5.




Primus inter pares
Never be in danger of losing your position due to low Trust or high Tension

Location: Utopia Builder and Story

Same like Anger management, but this time deal with Trust & Tension instead of fervour, but the approach is essentially the same.
Once you get a prompt that you need to handle either Trust or Tension within certain time means you failed the attempt.

Doable in Story, if factions are handled well or with Captain.

Likeable
Never have relations worse than Sceptical with any community or faction.

Location: Utopia Builder

Same like Anger management, but ensure relations are above Sceptical.





Pork Barrel
Fulfill at least 1 promise to 5 different communities and factions in one playthrough

Location: Utopia Builder

In any gameplay in Utopia Builder you start with 3 factions and another 2 create themselves based on ideology you've choosen over the course of game.

Once you have all 5 you can choose each and click "Make a promise" and fulfill it.





Consistency
Never research a building or pass a law of the opposite affinity to the one you already have

Location: Story or Utopia Builder

Simple in theory, but standard game play might make you vote / research to cancel yourself quite fast. So you need to aim for this achievement and prepare accordingly from the start of the game.
In bottom left corner you have Zeitgeist counter with 2 opposite affinities:
  • Technology - [Adaptation] versus [Progress]
  • Economy - [Equality] versus [Merit]
  • Society - [Tradition] versus [Reason]

At the start of game choose one of two opposable affinities and stick to it in every single Law or Research you make during the course of the game.

That will usually mean a faction will be created that will be pretty pissed off on every single decision you make, and you need to deal with during the course of the game.
As seen on picture, you don't have to go full radical in every affinity for the achievement, you just need to NOT go in the opposite direction.
Just make sure while you choose research or try to pass Laws to stick to the affinity you have chosen.

Achievement will unlock itself once you reach winning condition.







City management - Part 1

Urban Planner
Have 10 districts affected by hubs

Location: Story or Utopia Builder

Hubs are single tile building which after you research and build them gives certain buffs in area around them.
Ensure 10 different districts have a Hub next to them for the achievement.




FrostCity
Have at least 5 different area effects applied to the district

Location: Story or Utopia Builder

Similar to Urban Planner achievement, but this time you want a single district with 5 different buffs.
I usually build my Housing districts with gaps between them in order to squeeze different Hubs between them.






Law and Order
Have Crime and Tension Absent in the City with at least 30k population


Location: Story or Utopia Builder

Not difficult in general.
Once you finish story once you'll understand the basics of gameplay, heck you might even have it finished in the first run.

You need simply maintain faction relationship and Crime in the city:
  • Ensure you have Laws that reduce Crime
    - You will often get prompts that give you hints "Children are forming gangs, do something" etc.
  • Make sure you don't vote too many Laws or Research too much to anger any Faction too much
    - Try to maintain relationship with factions by keeping them happy
    - Promote them, Promise them certain changes
    - But make sure to balance it out, try to keep everybody happy
  • Build Watchtowers inside Housing districts
  • Build Fighting and Surveillance Hubs around Housing districts
  • Ensure enough Goods are being produced
  • If you are uncertain what's lacking, simply mouse over Crime or Tension and it will tell you what's wrong [see picture]
    - Keep in mind, most changes take time to take effect, simply building 20 Watchtower won't instantly remove crime, but it will over a period of time






Can't stop progress
Have Squalor Absent despite having at least 1000 Material Demand


Location: Story or Utopia Builder

I got this by accident.
The idea is to have a massive population inside the city while have Squalor absent.
You can either:
  • Play normally and at some point (as long as you maintain Squalor) you will finish
  • Send A LOT of people into a new colony
    - Squalor take time to accumulate
    - Simply send like 5 000 people or even more to a new colony
    - In Story you can do it either in Old Dreadnought or Winterhome
    - In Utopia you can do it any new colony

P.S. I got this by accident while I was doing a suicide run doing Coredigger achievement which I've described here already




Megalopolis
Reach over 60,000 population in your main city


Location: Story or Utopia Builder (Most likely in Utopia Builder)

It might happen during Story if you postpone completing quest tasks long enough.
Otherwise by playing in Utopia Builder --> Ambition "Develop a Metropolis" asks you to have 50 000 people as part of the winning condition.
Keep playing until you reach 60 000 for the achievement.



… and fill the earth
Reach over 50,000 population outside of your main city

Location: Story or Utopia Builder (Most likely in Utopia Builder)

Easiest way to obtain this is while playing "Develop a Metropolis" ambition in Utopia Builder.
Assuming you have another colony of course then just send 50 000 people to another colony once you finish the objective or whenever you have 50 000 people at your disposal.

P.S.
Might need to wait for a population growth change after relocation.

Quiet Backwater
Have no problems higher than Minor in a colony for 300 weeks

Location: Story or Utopia Builder

Doable in Story.
After Whiteout you have plenty of time to play around.
If you keep production of Goods in Old Dreadnought and supply them with Food (or whatever else they might need) their problems should be Absent, make sure 300 weeks pass from then till you end the Story and you'll get the achievement when Story ends.

I got it while playing Utopia Builder.
Tactic is the same as rest of the game
  • Build housing district
  • Ensure enough fuel for heating
  • Make sure they have enough food, materials and goods
  • Well done Steward



Not on my watch
Complete a playthrough without any avoidable deaths

Location: Utopia Builder

To my knowledge impossible in Story due to Civil War in Chapter 5.

  • Play safe on low difficulty and don't provoke any extreme faction conflict
  • Ensure you have enough Food, Fuel, Materials and Goods to keep population happy
  • In Frostland never send scouts into regions that aren't marked "SAFE"


Green Power
Fulfil at least 300 Heat demand using Steam and have absent Squalor

Location: Utopia Builder or Story

Easiest done by choosing a map type that has geothermal deposits from start.
Research towards "Geothermal plant", I recommend taking "Unflitered geothermal plant" it gives no Squalor and also highest output of heat.
You must research and build Generator upgrade 1 if you wanna use the steam.
Having a Upgrade level 2 is also great for optimization.

Contain Squalor and this is a simple achievement.






To each according to his needs
Have at least 20k heatstamps and over 200k Goods stockpile

Location: Utopia Builder or Story

Keep playing a really long game in Utopia Builder and make sure you have a good stockpile for Goods available and you'll obtain this over the course of the game
Example: "Building a Metropolis" ambition - Utopia Builder
  • Have at least 4 stockpile hubs for Goods
  • Research and build Factories to expand Goods production
  • Pass one of the "Goods" laws
  • Ensure to pass laws that increase Heatstamp income
  • If you have rallies in your name choose option to increase Heatstamp income

City management - Part 2

Paradise City
Have all problems absent for 50 weeks in the City with at least 15k population

Location: Utopia Builder or Story

In theory you should get this automatically by trying to finish "Building a Metropolis" ambition in Utopia Builder or almost any ambition for that matter.

You need to eliminate all problems as a winning condition, keep maintaining low problem City (It has to be the main City) for 50 weeks and over 15 000 people population.
Always keep an eye on population influx to the main city.

My advice is find a balanced ratio of everything in the City once reach 15 - 16 000 people and all population you get afterwards send to one of the colonies you most likely have.




Power Overwhelming 2.0
Hidden achievement - Have twice as much heat abundance as heat demand

Location: Utopia Builder or Story

This one mainly needs research and upgrades.
Mandatory Oil fuel upgrades, since it's most effective.
Once with researched Tier 1 & Tier 2 upgrade you can optimize for a fuel, and use "Overdrive" and your output should spike.

For the achievement you only need to have output twice the demand for just a single moment so:
  • Wait warmer weather ( -20 would be ideal)
  • Research Tier 1 and 2 generator upgrade, optimize for Oil
  • Close everything except Houses and Fuel producers
  • Kick in Overdrive mode
  • If that doesn't work, move excess population somewhere else and close more district to reduce heat demand




Idle Hands are the Devil's Playthings
Have at least 90% of the population be active workers in your city

Location: Utopia Builder or Story

With different Laws and Rallies support, you can increase active worker percentage through the game.
So let's pump those numbers up Steward:
  • Pass Family apprenticeship law
  • Maintain high trust with faction and they will have rallies which give you option to increase % of workers
  • Pass Dutiful Youth Law
  • Select






Thank you for your feedback
Hidden achievement - Disregard community request 5 times in one playthrough

Location: Utopia Builder or Story

Probably best being done in Utopia, but I expect it to be doable even in Story.

Community request happen when you ignore certain city issue for too long, you get warnings in form of pop'ups and as long as you keep ignoring them on of the factions of communities will suggest a solution for the achievement you must disregard that solution a total of 5 different times in a single game.

There is a another guide which I will link here but here is my rough outline how I did it using tips from that guide:
  • Start Utopia game
    - Choose citizen difficulty, but put "Economy" slider to Captain difficulty
  • Foragers & Machinist Community [possible it doesn't matter]
  • DON'T pass any Laws related to:
    - Childhood
    - Outsiders
    - Contagion prevention
  • WHENEVER you can, keep suggest "Rule" laws, you want to be Captain as soon as possible
  • Keep playing, try to maintain Laws and research towards [Adaptation / Equality / Reason]
  • Once a faction spawns (after week 52, assuming you passed some laws towards something) keep promoting them and funding them
  • As long as you keep original faction happy that means the opposing faction will be angry after they spawn (Week 104+)
  • By this time around communities should start approaching you with idea how to manage the city, but since you are a CAPTAIN now, you will promptly disregard their foolish demands [check picture for example]
  • At this point it's time to push the city on the edge, ignore Squalor issues, stop feeding your people, send food to another colony or simply stop producing, keep pissing off secondary faction until they have a demand which you will ignore, keep starving, pollution high so that primary faction offers solution which you will also ignore.
  • You get the picture now, ignore those laws until they are being suggested and afterwards start pushing the city over the edge, by being Captain, trust will never be an issue, ensure to have "The red book" event prompt active to maintain tension.
    In case of unrest considering having some guards, prisons to contain the mobs


TLDR:
Be Captain, do bad job, handle Tension, ignore people requests 5 times in a single game.

Miscellaneous

New Oxbridge
Double starting Research speed

Location: Story or Utopia Builder

Build multiple Research Institutes and use District option that has Institute as a Building on to use "Rush Researches" as seen on picture





Lawmaker
Pass at least 20 new laws in a single playthrough

Location: Story or Utopia Builder

You will most likely obtain this during Story as you play, keep passing the Laws and you'll get there.



There is No Final Design
Change a policy to another one, and then pass the previous one once again

Location: Story or Utopia Builder

You will likely obtain this by going back and forth trying to appease one faction and then another.
If not it's fairly simple.
In the same sub-category change laws back and forth for example:
  • Under Society --> Funerals
  • Pass Harvesting Funerals - 10 weeks later
  • Pass Ceremonial Funeral - 10 weeks later
  • Pass Harvesting Funerals - Achievement unlocked



Chancellor of the Exchequer
Have at least 50 income of heatstamps

Location: Story or Utopia Builder

Heatstamps are a universal currency which is gained passively based on population and certain policies and laws you pass, etc.
Further into playthrough you are you'll obtain more, it will likely happen in Chapter 5, or maybe even Chapter 4.



Settler
Set up 3 colonies

Location: Story or Utopia Builder

If you open up a Colony for a Banished faction (Chapter 5 in story) then you'll unlock it in Story.

Have 100% of delegates vote in favour of any law

Location: Story or Utopia Builder

Choose a Law that doesn't go against some faction worldview.
Negotiate with communities to Vote FOR the Law.
Quite often "Free essentials" Law is easier to obtain.

Helpful tips:
  • Maintain good relationship with Factions
    - Ideally have Devoted, but anything above Supporting is good
  • Have Trust filled
  • Tension should be minimal
  • And as backup, you might pass a "Rule Law" --> "Guided Voting"

P.S. If you vote yourself a Captain under "Rule" section of Council then you can vote any Law without any opposition.

Visionary
Research 60 different ideas under 600 weeks

Location: Story or Utopia Builder

Doable in story, but you'll be busy with other stuff to actually research random stuff.
I suggest doing it in Utopia mode, 600 weeks is a lot of time and you don't need to panic.
As soon as you get your self on your feet, just keep researching
To save heatstamps, you should research multiple "versions" of same technology that cost 50 heatstamps.

There is at least 140 different ideas to research
(But often you have multiple version - see pictures)








Sneak a Peek
See 10 different situations near a district hub

Location: Story or Utopia Builder

This one is easy, just missable.
Everytime you have a situation marker around a district choose the district before you resolve the situation and click on "Zoom in on the district" button, leave the zoomies options and THEN resolve the situation.
Do this 10 times and that's it.
Consult picture for any confusion.

While you choose one of 3 Ambitions for Utopia Builder mode, you can also choose one of 3 different Communities:

    - Bring Merit to maximum to make it a cornerstone - this will create Stewards
  • Detainees
    - Use "Round Up" ability on any Prison, and then you can decide what to do with prisoners

For the achievements, you need to encounter them at least once.

[FOLLOWING TACTIC WORKED TO OBTAIN IT]
In case the achievement is bugged I did the following:
  • Main Screen
  • Utopia Builder ---> Any Map ---> Default setup ---> Start
  • Build "Council Hall" and 4 Housing for population and nothing else

That is default setup for all 8 Factions "Speed Run"
All you do now is use [Fastest Game Speed] and [Pass 5 Laws]
I will list which 5 Laws for each Faction and when you reach week 55+, you will obtain a Faction.
Warning - Faction won't spawn if you have high tension / city problem
After that just quit the game and start again from beginning but do a different Faction.
Do this until you get the achievement.

Location: Utopia Builder [In theory doable in Story]

It's doable in Story in theory, if you manage to obtain 50 000 people during story you can send them all to "Winterhome" or "Old Dreadnaught"

But you will most likely do it during Utopia Builder if you play long enough or continue playing after finishing a playthrough.
For example:
  • Start and complete "Develop a Metropolis"
  • During gameplay settle at least one more colony
  • Missions goal is to have 50 000 population in Main City
  • After you finish the mission, choose to continue the journey
  • Send 50 000 people to another colony
  • Done




Isolationist
Complete a playthrough without gathering any resources from the frostland or colonies

Location: Utopia Builder

Since in Story mode you are forced to settle multiple colonies etc this is only obtainable in Utopia Builder for now.
This is a difficult one, I'll write few tips and link another detailed guide for this specific achievement:
  • Choose Utopia Builder --> Ambition choose "Prosperous future"
    - Rush gathering resources and micromanage them to not spend too much
  • Don't bother too much with anything that requires Cores (you only have one)
  • Pass Laws to increase workforce and max out the efficiency of extraction and production
  • Never take resources, start outpost or colonies in Frostland
  • Confirmed - You can take refugess, make sure while you explore to only accept when given option "TAKE THEM IN"

Ambitious
Complete all Ambitions in Utopia Builder mode

In Utopia Builder game mode, you can choose between 3 Ambitions:
  • Colonise the Frostland
    - Colonise 10 000 population in each of 3 different colonies and eliminate all problems
  • Develop a Metropolis
    - Main city population 50 000 and eliminate all problems
  • Build a prosperous future
    - Stockpile 100 000 of Fuel, Food, Goods, Materials and eliminate all problems

Tales [Utopia Builder]

With new free content in May 2025 - Tales have arrived
In "Utopia Builder" you can now also choose Tales (3 so far) along with Ambition and Difficulty



Born Ready
Complete three Tales in a single playthrough on at least Steward difficulty

You have 418 weeks to finish other 2 Tales while preparing for 200 week Whiteout.
It's doable to do ALL Tales achievements in a single run.
Cores run shouldn't be too bad, just be careful not to have anybody die while you await Newcomers.

I've written some tips under each different Tale, but overall it's the same thing.
Manage and in this case prepare for a really long whiteout.
I personally made myself Captain after I've finished the "Beacon of Hope" Tale, it made preparations easier for later.

Apocalypse Nah
Complete the ‘Apocalyptic Whiteout’ Tale

Survive Apocalyptic Whiteout which arrives in 418 weeks [Steward difficulty]
This one was rough.
Ideally you want to have a smaller population in the city with Settlements with incoming supplies to keep your city supplied while so your stockpile endures the Whiteout

  • Duration of the Whiteout is 200 weeks
  • Design tight Housing district with well placed Heating Hub and Medicine Hubs, but sure to use mutual heating, build in circles around the Generator
  • Fully research all Insulation for Housing, Generator Upgrades, Generator Capacity, anything Heating and Insulation related
  • Research and build Settlements with priority in Outpost Efficiency [Extraction Strongholds]
  • Stockpile as much supplies as possible, highly recommend the Warehouse Settlement Outpost
  • Ensure the heating needs are adjusted in the Heating overlay mode. It won't adjust itself.
  • Shutdown all unnecessary building outside of Housing districts during the Whiteout
  • After first 50 weeks, you'll have Heat Leaks, which you can either maintain with Guards or Workers (It will increase the Insulation +1 if done)





Seen Worse
Complete ‘Apocalyptic Whiteout’ without Hunger and Disease over Minor on at least Steward difficulty


To complete achievement you need to keep a close eye and prepare ahead in terms of food supply and usage and management of Disease mainly from extreme Cold.
Ensure Heating is managed, you can save on fuel by going Overdrive now and then and keep temperature "Chilly" or "Liveable"
If properly prepared to even survive this 200 Weeks Whiteout this one should happen naturally.

I strongly suggest you save game every 10-20 weeks so you have fallback if you get a spike in Disease or something.





Guiding Light
Complete the ‘Beacon of Hope’ Tale

This Tale is mainly to prepare enough Housing and Medical Care for influx of newcomers

Prepare for arrival of 4 groups of survivors:
  • Research Skyways
  • Enter Frostland - Find Beacon location (Should be a region next to you)
  • Connect Beacon with trail or skyway
  • Construct Beacon
  • Await groups of Newcomers
    - Group 1 (arrives 31 weeks after construction)
    - Group 2 (52 weeks after G1) [39 weeks after G1]
    - Group 3 (80 weeks after G2) [33 weeks after G2]
    - Group 4 (80 weeks after G3) [58 weeks after G3]
    - Group 5 [72 weeks after G4] - Only if "Beacon of Hope" is solo Tale
  • You will get objective to build 3 Hospitals [Happens before Group 1 arrives]
  • [OPTIONAL] Improve Beacon Outpost [Happens after Group 1 arrives]
  • [ONGOING] Do not let too many people die [Happens after Group 1 arrives]
  • [ONGOING] Have less then 200 Sick or Injured [Happens after Group 1 arrives]

Elect Laws to obtain Proteans [Adaptation / Merit / Reason]
They have a good relations perks, which heals 50% of injured / sick which can save you in many situations.




No One Left Behind
Complete the ‘Beacon of Hope’ Tale without any deaths on at least Steward difficulty

It wasn't particularly hard once.
Make sure you don't make same mistake as I did which was "Experimental Treatment"
Which has a chance of patient dying, which of course happened to me, those were the only deaths in my whole run, since I forgot that.

Make sure that any Laws and Actions you pass don't risk health of your population so avoid:
  • Experimental Treatment
  • Machine Attendants
  • Secret Police
  • Don't send Guards against Protestors - resolve everything peacefully
  • Don't send Scouts into high risk scouting missions

After you finish the Beacon of Hope Tale, it's free for all, do whatever it necessary to survive.





Raiders of the Lost Cores
Complete the ‘Depleted Cores’ Tale

Cores aren't available during start of the game, a lot of building and upgrades will be blocked until you finish the Tale.

  • Build Logistics District
  • Research Skyways
  • Find "IEC Core Factory" (Should be a region next to you)
  • Connect "IEC Core Factory" with Skyways in Frostland
  • Explore Frostland to find "Damaged IEC convoys"
  • Research "Settlement Heating" and harvest "Oil"
  • Once you find Damaged IEC convoys you will use Scouts to explore the convoys, this can last between 16- 50 weeks, depending on damage, type of scouts and region dangers
  • Located 3 "Damaged IEC convoys" which have Factory Parts to fix "IEC Core Factory"
  • Everytime you find a Factory part connect via Skyways or Trails with "IEC Core Factory"
  • [Ongoing side objective is to make sure you never reach Catastrophic Cold] during Tale
  • Once you connect 3 Factory Parts to the Factory, turn the factory on and that's it




Gotta Go Fast
Complete the ‘Depleted Cores’ Tale under 200 weeks on at least Steward difficulty



This one is a little luck and some planning ahead.
There is a total of 15 Damaged convoys.
You need to find 3 with Parts AND connect them to the Factory.

Few helpful tips to ensure this happening within 200 weeks:
  • Consider avoiding doing other Tales while trying this achievement - focus all resources on this
  • Focus research that improves Frostland exploration, pump out as many Scouts as possible [Vanguard Logistics Bay] and explore as much as possible to find wrecks.
  • When possible focus on "Searching" convoys with chance of obtaining Parts "Moderate"
  • Unless you have A LOT of locations already opened don't waste time on locations with warning of longer searching (50 weeks is a lot to lock down 10 scouts)
  • And possibly really vital and needed is infrastructure - Skyways and Trails should move towards locations where you search even before you know if they have parts or now.
    You don't want to locate all 3 parts and then build trails to connect them to Factory
  • Sadly a little luck is need - how lucky you'll get with convoys and which % chance of obtaining parts (I was really unlucky in my first run, finished it in like week 270 and in my second run I got it in week 166)

@Alyssums You're exactly right, I did just that, got the Proteans, prepared the -50% injured & sick people ability for when the last batch of 7,1k injured and ill people arrived, used the ability and literally seconds after the storm pop-up appeared, everyone was healed without anyone dying, too, of course. By the skin of my teeth.
Now I'm getting into Apocalyptic Whiteout on Steward with needs on minor and below. Would you mind me sending you a friend request in case I end up needing discuss something regarding the game?

@Reinborn You can set yourself up for success by encouraging Adaptation & Merit early game to force the Proteans faction, which allows you to immediately heal 50% of your sick and injured population with good relations perks. I was able to finish just before the storm hit. Definitely the most challenging of the new achievements imo.

Currently trying to go for "No one left behind", suddenly getting 5-7k injured and/or sick people just a few weeks before the storm hits at the end is brutal, can't heal the injured people in time to be under the 200 limit, despite having countless of recovery hospitals and medical hubs, all in good warmth, too. Any tips are welcomed.
Firm but Civil IS POSSIBLE in Story Mode, at least on Officer difficulty. The trick is to reduce fervour to 0 on both sides asap and protect lives in all fighting districts the INSTANT fighting starts there. You'll need to keep it on 1 speed and pause VERY quickly to make it happen, but given that it just popped for me it's the way to go. It may also help to go reconciliation since signing a few laws and a bit of pork-barrel is much easier than making an entire new city from near-scratch.

Ambitious - I redid all scenarios probably 5+ times, after every patch post-release.
Consider waiting a new patch then try redoing it again.
Yes it is frustrating, trust me, I and many of us have been there, just patience and keep an eye on patch notes :)
