What is a community request:
Generally it is a request, FROM A FACTION / COMMUNITY (aka new londers, frostlanders etc), for a CRITICAL SHORTAGE (cold, disease, squalor, food, probably crime, work force and heatstamp shortages) you are facing.

I have found these requests can take a VERY LONG TIME to show up while a shortage is ongoing.

Note: As of hotfix 1.0.3 it seems that you can get 3 events by not passing laws to trigger events such as
Recommendations to pass childhood laws to reduce crime
Recommendations to pass outsider entrance policies
Recommendations to pass contagion laws
This guide mostly focuses on generating the shortage requests described earlier so if you miss one it's not a big a deal, but you may find that there is a much easier and faster way to get this achievement, especially with a bit of save scumming right before creating some artificial crisis / shortages to get 2 more events.

It's likely most other scripted events are not community requests

I found this the most difficult achievement to get, at the time of release as it requires to bad enough at the game to get community requests in the first place without actually losing the game, as simply getting 1 request on the easiest difficulty required months of starving a city, so in theory you may not even get one 'real' community request playing normally. (at least if you play on easy difficulties and have any amount of experience balancing resources from the story mode)

If you couldn't tell already we'll be doing some pretty awful stuff and abusing some mechanics, I found this difficult to discover hence the guide. Won't be doing the rest of the achievements so good luck with them, this was the last achievement I needed, hopefully it may be yours as well (until the next expansion probably)
The setup part 1: Game settings and recommended law types for first radical faction
Game mode: utopia (could play the story in theory, but I suspect this is more difficult
Win condition: Any (recommend resource hoarding we won't be completing this anyway)
Difficulty: citizen
Factions: Any (recommended: Forages and Mechanics I suspect they are more likely to give a 'suggestion' as they have researches related to FOOD and cold)

As for factions any is fine to, along with any map.
Recommended first laws to pass
REASON, equality, progress (will create the Technocrats, and respective opposing faction) (I used this, I suspect adaption is easier as Bohemians generate trust (more about that later))
OR
REASON, equality, adaption (Bohemians, and opposing Overseer faction)
Setup part 2 (playing the game)
You can play pretty normally, I do advise using settlements or colonies for economy management

Before trying to farm community requests You will NEED:
* DO NOT BUILD ANY FOOD STORAGE IN YOUR MAIN CITY. When we do want to starve the city we want to deplete any stockpile as quickly as possible.
* 1 colony with NO STORAGE for food, so food will disappear into the void
* All rule laws to get Captain's authority (no trust issues so this is almost mandatory)
* All reason laws that give pop growth, and any more you need to cap out reason. This is so you get the algorithm ability for even MORE pop growth.
* Most equality laws - specifically the no management law for reduced tension
* As many factions in the colony as possible (see faction maintenance below)

Faction maintaince
You will want as many factions in the colony as possible. This means no civil wars, and to do this we will need to keep their trust. So promote the main factions, and spam secret police to best their trust as well. Bohemians passive also improves trust with random factions so this will be very useful too.

Recommended:
* income from the frostland (fuel, materials you can skip food). We'll be tanking our workforce so this is handy for some stability
Farming the community requests
This is pretty straight forward but will take a while. MAKE SURE YOU SAVE BEFORE PROCEEDING just in case.

Switch the algorithm to pop growth if you haven't already.
Trade all your food to another colony, tanking your food increasing starvation.
Spin the wheel. Your pops will start starving but your pops should grow faster than they die. You will want to spam promote factions, and secret police improve factions to avoid riots.
Eventually after a very very long time a faction will suggest a solution. Pick the ignore option.
If your feeling lucky you can even turn off the generator to increase cold and disease.

Repeat this 5 times. I believe I got the same request from the same community after a whiteout, and I think it counted.

You do not need to finish the game, the achievement will be acquired after the 5th event of nothing / ignore was chosen.

Note: If your tension caps out you'll likely be asked to publish a book of quotes, which reduces tension but you MUST maintain trust. I'm not sure if this is a bug but with captains authority trust is always maxed out so I recommend publishing the book for the free tension reduction.

But anyway hopefully this helps and good luck achievement hunting

it took 260 weeks on citizen for me to get it... idk what exactly triggered it, I had: 1. ignore child law 2. ignore rallies (twice, not sure if that worked) 3. ignore outsider law 4. ignore riot demands 5. ignore demand because of worsening relations with one faction (played on russian idk how it called properly) 6. finally ignore contagion.
at some point in a hurry (nearly 200 weak) I accidentally passed a contagion law, then I cancelled it back, and ONLY THEN I got a request about contagion (earlier I maintained a low level of disease throughout all damn weeks and still got no request)
also almost all the time I got high cold and starving and still no request - just fucking nuts considering that I had persistently avoided every food law and ideas.
so it's hellish random sadistic shit but finally got it, it's possible, good luck guys :dstools:

So from my playthrough I think the fastest way to do this is to pass no laws about outsiders, children, contagion and funerals.
Each can trigger one request. The first two can come easily if you just don't pass laws about it. The other two requires accumulated disease and sick population and deaths.
And then just keep heatstamps at about 30 for a while to trigger a heatstamp request.
And one for insurance is to keep one faction at hostile relation to trigger dissatisfaction request.

Damn I tried ignoring laws in one of my play through but didn't seem to count, took me close to 600ish weeks when it triggered. Nice that the devs have hotfixed some of the conditions for it though would've made my life so much easier. Also didn't think of a heatstamp shortage, I don't think I've come across one before - though I haven't built buildings that decrease heatstamp income and I have a habit of spamming raising/demanding funds, though I do tend to ignore goods.

I got it by luck when faction I was actively antagonising (pilgrims) kept telling me I have a problem with heatstamps (read: Goods, I always was at least -40 or smth) and I kept ignoring them. For some reason stalwarts were not suggesting an alternative, so I just kept rejecting pilgrims.

Thanks for your guide, best one out there yet. After trying a lot I finally got it in Week 151 quite early. I think one of the hotfixes changed the law-releated proposals because it's pretty much impossible to get it that quick with shortages alone.
So to be extra safe just don't pass any laws with related community-events.
My game setup:
Utopia builder, map horizon, everything citizen except economy captain difficulty. Factions: Overseer into opposing Bohemians. Goal explore frostland but that shouldn't matter same as map.

Things I declined (every outcome worsend relationships with all or one faction):
Ignore Outsider Laws
Ignore Children Laws
Ignore Contaigen Laws
and then 2 Bohemian-related shortages:
Ignore low Heatstamp issue
Ignore high Dissatisfaction/Unrest issue

All while having some severe shortages and tension and Bohemians neutral and better relations.
